Fun facts about guns: No, they do not fire underwater. Explosions require oxygen. Also, projectiles like bullets only move a foot or two before coming to a dead stop in water. That’s why submarines don’t have machine guns on them, even though they can provide oxygen to facilitate explosions.
However, there are shotguns like the AA-12 designed to still operate and fire immediately after having been in the water (within less than a second). You can go check out FPSRussia shooting one after jerking it out of a barrel of water.

In a bullet, all the oxidizer (air) required for explosion are sealed within the metal case, which allows guns to hypothetically function in both outer space and under water. That said, water resistance in the inner workings prevents most guns from being able to hit the primer hard enough to make the bullet go. You’re right on most bullets not being able to travel far, which is why there’s guns designed to be used underwater, with a big needle-shaped projectile. They’ve been in James Bond, and Call of Duty. I’d recommend going beyond FPSRussia if you really want to learn about them guns, not that his videos can’t be entertaining.
